On 9 September 2026, the European Commission published its proposal for a Regulation aimed at simplifying the EU public procurement framework. The proposal seeks to revise Directive 2014/23/EU on the award of concession contracts, Directive 2014/24/EU on public procurement, and Directive 2014/25/EU on procurement by entities operating in the water, energy, transport and postal services sectors.
The proposal is intended to address the main shortcomings identified in the current public procurement framework, including high administrative burdens, legal uncertainty and the limited strategic use of public procurement. It forms part of a broader political drive to modernise the Single Market.
Chiomenti professionals have analysed the key features of the proposal in their latest newsletter, highlighting its underlying rationale and objectives, as well as the main innovations introduced. These include measures aimed at simplifying procedures and increasing flexibility, strengthening the qualitative dimension of awards decisions, introducing rules on economic security and strategic autonomy, and establishing a new European digital public procurement marketplace.
