Giulio assists Italian and foreign clients in matters of Italian and European administrative law. His practice focuses on foreign direct investment screening, the organization and activities of state-owned companies, privatization transactions, public procurement, regulatory issues in the communications and energy sectors, renewable energy incentives, financial market supervision, competition and consumer protection, and sports law.
He is one of the twenty members of the International Council of Arbitration for Sport (2018-2022/2022-2026). He was a member of the Committee of Experts and Market Operators of the Italian Financial Supervisory Authority at the National Commission for Companies and the Stock Exchange (CONSOB) (2019-2023). He was legal advisor to the Presidency of the Council of Ministers from 2006 to 2008 and chairman of the supervisory committee on equal access to the Telecom Italia network from 2009 to 2012.

He is Full Professor of Administrative Law and Comparative Administrative Law at the Department of Law of Roma Tre University, after having been Full Professor of Public Law Institutions at the Faculty of Economics of the University of Tuscia (2004-2008) and at the Faculty of Political Science of Roma Tre University (2008-2012). He has also taught Comparative Administrative Law at the Radzyner Law School of the Interdisciplinary Center (IDC) in Herzliya, Israel (2016 and 2019), and the Faculty of Law at the University of Heidelberg, Germany (2017), as well as Comparative Public Law at the Global Law School of the Faculty of Law at the Catholic University of Portugal (2018). He is a member of the Governing Council of the International Society of Public Law and the Board of Editors of the European Review of Public Law. He is the author of a fourth-edition university textbook on administrative law (La logica del diritto amministrativo, il Mulino, 2024), a textbook on comparative administrative law (Comparative Administrative Law, Elgar, 2025), and over two hundred essays and articles in Italian and international journals on general administrative law theory, public economic law, market regulation, European law, and sports law.
